The M27's Early Reopening: A Triumph or a Tempest?
After a ten-day closure, the M27 between Junctions 9 and 11 will reopen at 4 am on January 3rd, thanks to the completion of a significant engineering project. This early reopening is a result of the successful installation of an underpass at Junction 10, a complex operation involving the movement of an 8,500-tonne concrete structure.
The project, a collaborative effort between Hampshire County Council, VolkerFitzpatrick, and National Highways, has been a challenging endeavor. Councillor Lulu Bowerman described it as a "mammoth engineering challenge" and acknowledged the dedication of the team who worked tirelessly through the Christmas period.
The complexity of the operation is evident in the sheer volume of material excavated and the precision required to slide the massive structure into place. Despite the challenges, the project progressed smoothly due to the skill of the teams and favorable weather conditions.
Avoiding Inconvenience: The Fast-Track Approach
The fast-track approach has not only avoided months of lane closures and speed restrictions but has also minimized inconvenience to drivers and local residents. Around 130 workers logged an impressive 10,000 work hours during the closure, showcasing their commitment to the project.
The new underpass is part of a wider improvement scheme for Junction 10, fully funded by the Buckland Group and Homes England to support the Welborne Garden Village development. This development aims to create a vibrant community with up to 6,000 homes, schools, and community facilities.
A Collaborative Effort: The Key to Success
Andrew Jackson, program leader at National Highways, thanked the local community and drivers for their patience during the improvements. He highlighted the complexity of the operation and the intense planning and teamwork involved.
Adrian Mawdsley, project director at VolkerFitzpatrick Ltd, praised the joint effort, stating that the meticulous planning and contingency measures allowed for an earlier-than-expected reopening.
Once the M27 reopens, existing lane restrictions and a 50 mph speed limit will remain in place to ensure the safety of workers and drivers as the project continues.
The Bigger Picture: Welborne Garden Village
The improvements at Junction 10 are integral to the development of the Welborne Garden Village. Under current planning restrictions, no more than 1,160 homes can be occupied until the upgraded junction is completed.
The new underpass, expected to open to traffic later in 2026, will provide two northbound and two southbound lanes, along with new entry and exit slip roads, and a shared footway and cycle route connecting Fareham Common to Welborne.
The full scheme is anticipated to be complete by winter 2026, marking a significant milestone for the development of the Welborne Garden Village.
